Limits for Amending Complaints Set By Third Circuit

The Third Circuit has narrowed the circumstances under which plaintiffs may add new claims that relate back to the original complaint after the statute of limitations has run out. The court also held that a lawyer acting in certain capacities under Pennsylvania's Fair Credit Extension Uniformity Act can't be held liable as a "debt collector."
